If companies invest so much in innovation in the hope that the sweet smell of novelty will prove irresistibly appealing to consumers, it seems only logic that DG Comp does the same. We have had the 'modernisation' of the rules implementing Arts. 81 and 82 EC (nowadays Arts. 101 and 102 TFEU) with Regulation No. 1/2003. Now we have the modernisation of state aid whose more recent chapter has been the Communication on State Aid Modernisation. The purpose is to be greeted: to rescue state aid rules from the muddy waters where it has been laying and to focus the Commission's resources on the most important cases.
